Lord Mackenzie of Framwellgate: My Lords, it is with some humilityand not a little trepidation that I rise to address your Lordships' House forthe first time. Perhaps all I can hope for is to emulate the performance of the one-eyed javelin thrower at the last Olympics in as much as I shall probablynot win any prizes but at least retain your Lordships' attention.
